Committees are encouraged to share with each other, and with Presbytery as a whole, examples of good practice and stories of positive engagement between local expressions of church and, where appropriate, and with sensitivity, to publicise stories of positive engagement between local expressions of church and local communities.

About the role of Moderator
Moderators are elected each year, and serve for 12 months to front the business of Presbytery.
They chair meetings of Presbytery, where they ensure business is dealt with in an orderly and gracious fashion.
At other times they lead worship in congregations celebrating special events, like a union or a new minister starting.
Most importantly the moderator helps to set the tone of what kind of Presbytery we want to be.

The role of Clerk is to work with churches and congregations as they develop their Christian life.
This can be anything from offering pastoral care to congregational leaders, to helping navigate church law, or acting as a sounding board for future initiatives.
Whilst the role of ‘Clerk’ sounds administratively focused it is actually more about people.

The Committee meets before each statutory meeting of Presbytery to arrange the business, to deal with all matters that are
not within the province of the other Standing Committees and report thereon to Presbytery.
The main focus this year has been on Presbytery Reform and our Presbytery Mission Plan.
About Murray
Murray is Convener of Lothian and Borders Presbytery Council. He is Session Clerk of Carlops Church, and a member of the Worship Leaders Team in the linkage of West Tweeddale.
He served as Business Convener in the former Presbytery of Melrose and Peebles, and is a Senior Professorial Fellow in the School of Physics and Astronomy at the University of Edinburgh.
About the role of Presbytery Council Convenor
The Convenor chairs Presbytery Council which means running the Council meetings, having an overview of the business, ordering what happens when at Presbytery and acting as line manager for the Clerk.
Convenor of Council fulfils the very important job of acting as interface between the Clerk and the wider Presbytery.

- To oversee and direct the business and administrative work of Presbytery, to co-ordinate the work of Presbytery committees and to ensure compliance with all legislative requirements of the General Assembly.
- To appoint a number of members of Presbytery to be available to serve on Vacancy Procedure Committees. [Note: The Vacancy Procedure Act (Act VIII 2003, as amended), sets out the process for the appointment of Vacancy Procedure Committees and sets out their duties and responsibilities. There is therefore no requirement for a standing Vacancy Procedure Committee.]
- To be the lead agency for Safeguarding in the Presbytery; ensuring that Kirk Sessions implement the Church’s Safeguarding Policy and adhere to the Code of Good Practice; recruiting and supporting Presbytery Safeguarding trainers and coordinators; providing training and support for Safeguarding in local expressions of church including ensuring communication with all relevant public authorities.
- To deal with, by itself or by remit to any individual or group appointed by it, any other matter not falling within the remit of any of the standing committees.
- To appoint members of Presbytery to the Nominations Committee.
- To have responsibility for risk assessment, risk management and maintain a Risk Register on behalf of the Presbytery.

About the role of Presbytery Administrator
Running a designated charity with a regional reach requires a lot of governance processes such as GDPR, document retention, record keeping, information management etc.
Our administrator takes the lead in making sure Presbytery fully complies with all requirements, as well as functioning smoothly when engaging with different statutory bodies.

The Committee is tasked with handling any complaints that arise and to make sure the correct complaints procedure is followed.
About Lorna
Lorna is minister at Cockpen & Carrington l/w Lasswade & Rosewell Parish Churches in the Bonnyrigg area. She began there in March 2016 after a varied career in office administration, outdoor pursuits, instructing at Abernethy Trust NethyBridge and teaching English as a foreign language in Poland and China.
In her free time, Lorna loves hill-walking on the Pentlands and Moorfoot Hills, playing golf (very badly, but it’s still good fun and offers fresh air and exercise!), tending the manse garden and catching up with family and friends. Her favourite things are chocolate and crisps.

The Convener is responsible for heading-up the Complaints Committee, organising meetings, executing the Complaints policies and representing the committee at the Presbytery Council meetings, when required.

The Committee has responsibility for the five-year Action Plan which aims to get beside congregations and help them identify both a way forward and the steps necessary to get there.

Fan is Convenor for the Congregational Support Committee to Lothian and Borders Presbytery, covering five-year Action Plans and Inspection of Records as well as support. Fan was previously Headteacher of a large secondary school in England. Fan was brought up as a daughter of the manse in Scotland and is a Presbytery rep for Lothian and Borders on the “Faith Action Programme Leadership Team”.
About the role of Congregational Support Committee Convener
The Convenor is responsible for heading-up the Congregational Support Committee, sorting meetings, taking the lead in organising inspection of records and five-year Action Plan. This committee has responsibility for helping congregations do what they do better.

Purpose and Responsibilities
The remit of the Congregational Support Committee is to provide support and encouragement, as well as oversight and direction of the churches’ work in respect of mission, social theology in action, pastoral care and organisational matters and changes within the rubric of the Church of Scotland.
As such, it seeks to undertake the following functions:
- To support and help maintain the well-being of congregations across the Presbytery.
- To provide support and help as well as a listening ear for Session Clerks, Kirk Sessions and Elders.
- To identify a member of the Committee to liaise with Session Clerks and Kirk Sessions and be a point of contact when difficulties, queries or just a chat are needed. (See further details at end of remit.)
- The Committee has responsibility for the oversight of the Action Planning process of each congregation. It will work beside congregations and help them identify both a way forward and the steps necessary to get there. To this end a member of the committee will be allocated between four and six charges to support.
- To follow up the Action Plan including supporting the implementation and developments of key aims and tasks. The Committee will oversee the annual Action Plan Review procedure.
- Identify Facilitators who will provide training in key areas
- To support Kirk Sessions and congregations when they are without a minister for a lengthy period of time or in vacancy
- Invite Elders to join our Committee for a meeting to discuss what their support needs are and how we can realistically provide assistance
- Work with the Mission Planning Committee to support congregations in changes to be made.
- Work with the Mission Committee to support the development of cluster groupings as well as the development faith and mission in every congregation.
- To facilitate the annual Inspection of Records, the writing of the five-year action plan and the annual review of the action plan.
- Other matters such as data protection, resolving of congregational disagreements and matters identified by the General Assembly.
Appendix
The Link Committee member will, in respect of their group of churches:
- Support the writing of the Action Plan and the annual review process
- Have a presence at Surgeries (this may be the Convenor) run by Presbytery
- Have a list of advisors with specialisms who will help with specific problems
- Have a list of possible support actions they may offer.
- Visit each church in their grouping or attend a Kirk Session Meeting at least once each year.
- Respond to any emails/ phone calls from their link churches and provide advice, a listening ear, suggestions of where further support can be gained

The finance group is responsible for setting Presbytery Budget, maintaining sound financial records, producing Presbytery year end accounts.
They support treasurers in all aspects of congregational finance. Attesting final year accounts for OSCR reporting. Helping Congregations understand their Giving2Grow assessments.

About the role of Finance Committee Convener
Convener of Finance works closely with the Presbytery Treasurer to manage all financial aspects of Presbytery life as well as helping congregations navigate the complexities of being a charity today.
About Elizabeth
Elizabeth has been an Elder at St Johns and King Park with Newton for many years though recently has been attached to Cockpen and Carrington linked with Lasswade and Rosewell as a Lay Pastor. In that role she regularly leads worship as well as taking part in a wide range of church activities.
About the role of Treasurer
The Treasurer manages day to day financial operation of Presbytery. Working closely with the Finance Convenor they ensure Presbytery maintains healthy finances as well as making sure we steward our resources well.

- To act as the Superintendence Committee in terms of Local Church Review [Act I 2011] and all other acts of General Assembly which assign duties to a Presbytery Superintendence Committee.
- To make all arrangements for Local Church Reviews, including scheme of visitation, team composition and training, ensuring consistent follow-up of action plans, in consultation with other relevant Committees.
- To encourage and support congregations in implementing Local Church Review action plans. Teams appointed from this committee to conduct Local Church Reviews may be expected to continue to work with the congregation reviewed over the following years providing support as agreed plans are put into action.
- To be the point of referral for issues of conflict in congregations.
- To organise the annual inspection of Congregational Records.
- To oversee data protection requirements for the Presbytery and congregations.
- To support and encourage Session Clerks, Treasurers, and other congregational office-bearers.

The Committee has responsibility for both local and world mission, helping congregations identify opportunities and putting
in place training to realise them.
The committee’s main focus this year has been to encourage congregations to work together and share their skills and expertise in a wide range of missional opportunities.

Most of our in-person meetings have included a session where we have invited office bearers from the local churches to come together to meet the committee and share ideas.
In addition, we have run online seminars on a variety of topics with a mission theme and two-day conferences with a mission theme. Our Mission Officer has set up a number of Missional communities, e.g. forest church, new housing, pilgrimages, bringing people together to focus on a particular aspect of mission with the aim of creating areas of expertise that can assist other congregations wishing to start something similar in their area.
About Fiona
I grew up on a farm on the western edge of the Borders and then went on to study Agricultural Science at Edinburgh University.
Whilst completing a PhD in Animal Nutrition, I got involved in the local church which led to applying to the Church of Scotland to work abroad. Being a Mission Partner was not really my chosen career path but God had other plans and I ended up teaching at an agricultural college run by the United Church of Zambia and then at the University of Zambia in Lusaka.
And so started my love affair with the World Church.
In 1997, I returned, with my husband, whom I met in Lusaka, back to the family farm to set up a guesthouse and computer training centre. During this time I served on the Church’s World Mission committee in various roles and had the privilege of visiting many of our partner churches in Africa and the Middle East.
Latterly I was asked to join Presbytery to chair the World Mission group, then the Mission and Service Committee which is how I found myself convening the Mission Committee in our new Presbytery. I’m learning that Mission means so many different and varied things to everyone. But if we are ever to answer God’s call to ‘go to all peoples everywhere and make them His disciples’, we need to work together and use all of our God given skills in the process.
That is what your Mission Committee seeks to encourage.
About the role of Mission Committee Convener
Mission is within the DNA of Christians, we want to share our faith. Convenerof the Mission committee has the role of taking a lead in fostering mission across congregations within the Presbytery Area.
Whether that is running Internship Schemes, administrating mission grants or working closely with the Mission Officer.
In addition they are responsible for the good operation of the Mission Committee.
About Peter
Peter’s understanding of mission has been shaped by several different experiences including as a mission partner overseas at a theological college, as an ecumenical church planter in new housing and as a member of an Anglican Bishops staff team. Returning to Scotland over 8 years ago he has worked both in parishes and as a mission enabler for Presbytery.
He loves live music and the outdoors. He is married with three grown up children.

The role of Mission Officer is to support churches discern how best to serve their communities with the gospel and to grow disciples; to tell faith stories, to host and co-ordinate mission networks and clusters that encourage prayer and best mission practice; to encourage pioneering new initiatives and support with funding and with presbytery colleagues to present a vision of the bigger story of which we are all part.

Remit
1. To enable our communities to live and share the Good News of the Gospel of Jesus Christ with a bias to the poorest and most marginalised.
2. To aid Presbytery to engage with political and social issues -such as social justice and care for creation -as guided by the Five Marks of Mission both locally & globally.
3. To help establish and support Mission Clusters as they engage with their mission context. Including enabling the churches in them to:
i) pray, support & care for one another
ii) share together in cluster-wide mission projects
4. To resource God’s people for mission throughout the Presbytery in their worship, witness, dialogue and discipleship.
5. To nurture prayer for all aspects of mission and discernment and outreach locally and further afield.
6. To embrace World Mission and international partnerships.
To provide support for international partnerships between local expressions of church in Presbytery and those overseas, keeping Presbytery informed of partnership developments.
7. Where possible and appropriate, to support the work of the building of God’s kingdom beyond our church. This includes ecumenical bodies locally, regionally, and nationally, encouraging inter-church initiatives and activities of interfaith work.

Hi, I am Keith, minister of St John’s and Newton Church in Dalkeith, we have been in Dalkeith for a wee while, but we still love it and love being part of what God is doing here.
I am married to Donna and we have 3 teenage children, Sophie, Chris and Peter. I love to play the guitar, I am a lifelong follower of Aberdeen football club and like to play golf well, (sadly i have not yet achieved this!).

Who does what, and for how long, is the responsibility of the Nominations Committee.
Every member of Presbytery, except for Staff, are volunteers who serve for a set time of 4 years.
Nominations take the lead in finding people to sit on committees and even who is going to be the next Presbytery Moderator.

The Committee has responsibility for all things planning. Including matters related to the Presbytery Mission Plan, Basis of Adjustment and interfacing between national planning bodes in 121 George Street and the Presbytery.

The plan consists of many adjustments – linkages, unions of congregations – and quite a few building disposals. None of this is easy for congregations and the Committee is here to support them through changes affecting them.
Since the Presbytery Mission Plan was approved in September 2023 several adjustments and building disposals have taken place. We are very grateful to congregations progressing these.
We have also developed a procedure for congregations to follow if they wish to challenge the status of a building that is marked for disposal (so called category B) and ask for it to be retained for the life of the plan category A). You can find this in the documents and forms section of the Planning Committee page.
Several Presbyters, including the Mission Officer, not on the committee have assisted here and Presbytery is very grateful to them.
The Committee has also liaised with the central church bodies, specifically the Law Department, the General Trustees and the Faith Action Programme Leadership Team on the plan implementation.
In September 2025 Presbytery approved the first Annual Review and Development of the Plan. All the documents relating to that can be found in the Documents and forms section of the Committee’s page
About Abigail
Abigail is currently Session Clerk at Longniddry Parish Church. She was previously Treasurer of Marchmont St Giles Parish Church in Edinburgh for 11 years. She is also involved in outreach to people moving into new homes in her village and the nearby new town of Blindwells.
About the role of Planning Committee Convener
Each Presbytery is allocated a finite amount of resources to deploy as best fits the needs of ministry and mission within its area.
Planning is the committee who consider where these resources should go and then make recommendations for Presbytery to consider.
Planning acts as a bridge between congregations and national bodies and tries to balance the needs of both.

- To promote a positive policy for the mission of Presbytery by taking account of changing congregational resources and social patterns as they relate to the Presbytery Mission Plan Act [Act 8 2021]. These resources include Ministerial and other stipendiary and non stipendiary staff. They also include buildings such as Churches, halls, ancillary buildings and manses.
- To oversee the implementation and regular review of the Presbytery Plan. The Committee undertakes the review and adjustment of congregations within the bounds, seeking the best distribution of strong congregations, adequately staffed, to provide the ordinances of religion and be effective agents of mission to all people of the area. The Committee has to take finance into consideration, as well as geography, population, the actual state and health of a congregation, the demands on the minister, the question of buildings and the future witness of the church.
- To offer Presbytery an accurate view of Christian life across the Presbytery
- To receive and consider all requests for adjustments to parish boundaries and to negotiate adjustments with Kirk Sessions.
- The committee will be encouraged to be proactive rather than reacting only to guidance sent down from the General Assembly and will place mission at the heart of its planning.
- The Convener of the Planning Committee shall ex officio be a member of the Presbytery Property

Property
Convener: David Menzies contact
The remit of the Property Committee starts with providing advice to all congregations on property matters.
It is responsible for appraisal and reporting to Presbytery on alterations to building or erection of buildings or memorials proposed by congregations.
About the role of Property Committee Convener
Almost every congregation has property associated with it, whether that be manses or churches or land called a glebe.
This committee works with congregations to ensure their property is fully compliant with modern building standards as well as helping them navigate the complicated regulations around building improvements and alterations.
Property Convenor often functions as the first point of contact for congregations looking to undertake work related to buildings.
About David Menzies
David has been an Elder and Fabric Convenor at Tranent Parish Church for many years. He has served as Fabric Convenor on the former Presbytery of Lothian and was also a General Trustee for 8 years.
A Chartered Structural Engineer he has extensive experience on all types of construction having worked as a Consulting Engineer
About Gavin Kerr
Gavin worked in Building Consultancy/Project management as a Chartered Surveyor for the past 15 years, since retiring from professional rugby in 2010. As PBO he covers the Lothian & Borders assisting Presbytery and congregations with all things property.

About the role of Property Buildings Officer
The role of the Buildings Officer is to liaise with congregations in looking after and developing their property. Whether that is navigating the complexities of church rules, acting as a bridge between the congregation and the General Trustees or helping people understand all the permissions they need to do work, the Buildings Officer is there to help. Whenever a congregation is thinking of doing some work the Buildings Officer should be one of the first people you call.

- To provide advice to all congregations on property matters.
- The Convenor shall be ex officio a member of the Planning Committee.
- To be responsible for appraisal and reporting to Presbytery on alterations to building or erection of buildings or memorials proposed by congregations.
- To be responsible for appraisal and reporting to Presbytery on sales, purchases or leases of congregational property.
- To undertake annual inspection of Glebelands in accordance with church law and report to Presbytery on Glebe rents.
- To ensure compliance with the Care of Ecclesiastical Properties Act [Act XII 2007], to examine the Property Registers (including insurance details and manse condition schedules) of all congregations, and to report thereon to Presbytery.
- To instruct an inspection and report (the Principal Report) on ecclesiastical properties of each congregation at least once in every ten-year period. To instruct an interim inspection and report five years after the Principal Report. To consider the report and to present it to Presbytery and to provide recommendations or instructions for action.
- To inspect, jointly with local office-bearers, manses of charges which become vacant, to complete Manse Condition Schedules and to identify all major repairs to be carried out before the arrival of a new minister. Church Law requires that no call to a vacant charge can even be considered by a presbytery until its property committee have certified that all necessary work on the manse, as previously detailed and agreed both by the congregation(s) concerned and by the presbytery, has been fully and successfully completed.
- To meet with deputations from the General Trustees and/or with local office-bearers to consider particular property issues.

The Committee function like the Ministry Committees of Old with oversight and support of all the recognised ministries of the national church as well as local expressions of ministry such as Lay Pastor and Worship Leader.

About the role of Resourcing Ministry Committee Convener
As well as committee work, Convenor of Resourcing Ministry takes the lead in looking after all those involved in christian ministry, both lay and ordained.
This can be everything from arranging restorative away days for frontline staff to supervising students in training or imagining new forms of ministry for the next phase of church life.

- To enable ministries within the Bounds, through the recruitment, training, and support of recognised ministries of the Church and the assessment and monitoring of patterns of deployment of those ministries.
- To oversee the work of the Presbytery Chaplains, to provide specific support for newly-ordained ministers and to develop further pastoral care and support for all ministries.
- To offer a strategic lead in the development of collaborative ministry which promotes the service of the Church of Scotland.
- In conjunction with the Mission Committee to develop new forms of local and regional ministry reflecting the missional context within which the church today finds itself.
- To take responsibility for supporting those involved in Christian education at Presbytery and congregational level.
- To develop, promote and support Presbytery training schemes and maintain lists of those approved by Presbytery through schemes.
- To offer a presbytery programme of conferences, retreats, professional development and training to enable the whole people of God to fulfil their roles within presbytery.
- To offer support and encouragement to serving ministers and others to take advantage of existing training opportunities, study leave and reading programmes.
- To administer the Discernment Process and the supervising of candidates for the Ministry of Word and Sacrament, the Diaconate and the Readership.
- To encourage those who might be called to a ministry within the kirk.
- To administer bursaries related to recognised ministries of the Kirk and Presbytery
- To support School Chaplains and local expressions of Church in resourcing the Church’s work in schools across Presbytery.
- To support chaplaincies appropriate to local needs.
- To oversee the deployment of Readers and Ordained Local Ministers.
- To approve locally funded Ministry appointments.
- To do all of the above in partnership with others wherever possible.

Safeguarding
The Church aims to minimise the risk of harm occurring. If harm or abuse does occur, with appropriate support and training, it will be recognised and reported. If it occurs we will work with the Police and Social Work services if appropriate.
About Joan
I took on the role of Lothian Presbytery Safeguarding Contact at the beginning of 2015, and continued in this position when the present Presbytery of Lothian and Borders was formed. The role involves arranging training dates, getting to know the congregational safeguarding coordinators and helping them deal with issues which may arise.
My background is in secondary school teaching, latterly on a supply basis until retirement. I have been a church elder for almost 40 years, presently at Penicuik Trinity Community Church, and was for around 20 years pastoral assistant at Penicuik South Church. I have undertaken a variety of training in pastoral care, leading worship, and taking funerals, and am engaged in all of these aspects of congregational life from time to time.
During the time of Covid, it became clear that the need for safeguarding was even more strong than under normal circumstances – along with our two trainers, and with the support of the Safeguarding Officer at 121 George Street, a means of offering safeguarding training through the medium of Zoom was developed: this has become an important part of our work now that the Presbytery is so much larger.
Outside of church, I am a great music lover, singing whenever I get the opportunity, and playing guitar for my own pleasure. I’ll read anything with print on (but especially detective fiction and travel writing). Walking, and travelling to interesting places with my husband, Neil, come high up the list of pastimes – nowadays often in our little Mazda camper van – as do sewing and knitting by way of a rest. And of course our three children (and 7 grandchildren) scattered across England keep us busy, as well as providing good excuses for travelling.
About the role of Safeguarding Convener
Safeguarding Coordinator is the lead person for developing and delivering Safeguarding Training across our Presbytery.
